Title: Figure identification please!

This is - I believe - a Santa Claus figure in classic pilot's kit. Apparently this is a conversion and he normally comes standing on a present. It looks like a Mike Owen (Artizan) sculpt, so if no one recognizes it I suppose I can email direct, but does anyone know where this is from?

It seems to be an Artizan promo miniature from a couple of years back (2009?):

Artizan often had a promo mini for orders placed around Christmas, usually they had a different one every year. I seem to recall a Scrooge, Marley and Tiny Tim one. Don't know, if they ever made the promo miniatures available out of this promotions, though.  :?
