I want to glue some wallpaper to the undersides of the two foot square terrain tiles that I use. The wallpaper is embossed and looks like paving stones, so it will be used for urban games. However, I have been told that PVA won't stick wallpaper to the polystyrene tiles. Does anyone know of a glue that would stick the paper down, but not melt the polystyrene?

Can I suggest you prime your boards with pva and then use proper wall paper paste. I did this with my seas boards using embossed wall paper

Strong PVA or wood glue should do you fine. I use Evo-Stick wood glue for loads of stuff and it sticks just about anything to anything, so long as it's got a big enough area of coverage. It sticks polystyrene, insulation board, you name it except smooth plastic surfaces or metal (which it will stick a bit, just not very strongly).
