I am working on the First Maryland, CSA, and realized that I needed the state color for this regiment. I am new to Photoshop but I took a crack at repairing a photo of the flag so I could use it:

The repairs aren't perfect but should be fine for 25mm - especially after I 'animate' the flag. Some of the gold leaf I did not repair as I figured that campaigning and battle would have flaked off quite a bit of that.

Good work. I've used photoshop many times to make flags.
One hint: use (control + T) to resize your flag. Hold down the Shift key when you do it to maintain the proportions. On your first go create several sizes on the same page before printing that way you'll get to know the correct size you need for future projects.
