Title: "Dusting" figures with snow?

Ive gotten to the point where I can do decent snow bases, but now I would like to have snow on the actual body and figure: on the knees in the folds of clothes etc. etc.

My first thought is that the way to do this is just a sprinkle some snow effect powder on wet gloss varnish and then to Matt varnish over it when it dries.

Anyone else have a tried and true way to do this? Or a better alternative?

Snow rarely accumulates with any depth on a moving person, so I stick to just painting it on except on the tops of flat hats or on the top of a backpack. The key is to also add the darker areas of wet material from melted snow where body heat has done its job.
