Title: Riders of Rohan Bow Limit?

Do the Riders of Rohan contribute to the 33% bow limit?

If they do, or do not, where does it say so in rules?

I can't find the mysterious reference that says they don't count against the 33%.

Ha some seem very contradictory. Some complain that paying one points cost for a rider and not being able to use a bow is one thing. But some seem to have Spears so I suppose it goes from what book your using. I'd say treat them as how they are modelled saves arguing.
