Who makes some that would fit with 28mm figures, not bothered if they're toys or fish tank decorations as they'll all do with a bit of a tickle up?

Ebay sellers, mainly based in China have various sizes that will suit. Just search trees, palm and see whart you find.
Pegasus also do some that would suit.

If you get to any of the shows around the UK there is someone who visits some of the shows and has scenery either based or unbased including differentl sizes of palm tree. They also have the plastic green plants you see in fish tanks which make excellent vegetation, either for jungles or river shallows. They go to Derby every year, and are over near the entrance side of the building. I can't remember the name, but having Googled Derby Worlds 2014 Traders it looks like Products for Wargamers could be the people, and they have a website with the items I mention on it, at very reasonable prices I think.

Try Amazon palm trees in toys and games 14 1/50 trees for less than 4 pounds. They come from China and the company makes some other nice trees. shipping was to take about 6-8 weeks but I got them in less than 3 weeks.

I take the plastic palm tops that you get from cake supply companies or china,I take them off the trunks on some and glue them ontop of varied length dried flower stems,and some I keep on the trunks ,base and paint a flatter color,and also use golden yarrows (dried flowers ) for high canopy trees. heres a picture of one I made for my india games,and they are cheap. The golden yarrows tops start to slowly fall apart after 12 years,so then I just put palm tops on them. I like them also because it's easy to do ,I am not a patient modeler,so this works for me.
