'm looking for some future military style heads in 28mm
I've seen the ones at Pig Iron but they are not doing it for me.

Maxmini have some. What sort are you looking for? Enclosed? Helmeted? Victoria miniatures are another option.

Puppets War and MaxMini are both GW parasites, and as such, their stuff is not actually 28mm ("true" or otherwise). I have some MaxMini barbarian heads, and comparing them to other figures in my lead pile, they are actually closest to true 40mm. On a 28mm figure they'd look like this:

I have some coming that should work well enough with crooked dice, but they are more of an 80's scifi militaristic pulp thing. ;)

It's odd and frustrating though, as puppet wars own future soldiers are closer to regular 28s, so that most of their accessory heads also look overzized on their own figs :?

Actually this isn't overly true. If you buy the space marine alternative heads it may well be. And I can only speak for maxmini but I used a set of their heads with anvil industries afterlife stuff and they were fine. You can see them in the Necromunda 20 thread.
Alternatively Anvil have sprues of their afterlife heads too.

I don't have any Puppets War stuff, so I'll admit I'm just applying a heuristic there: if the company deals primarily in "not"-GW stuff, they're going to scaled to match GW minis, which means they're not going to be even close to 28mm due to GWs out of control scale creep.
I wasn't familiar with Anvil Industries, so I googled it. By their own admission their figures are "heroic" oversized, and not really 28mm.

Turns out I don't actually have any MaxMini stuff either. I'd still advise caution if your figures are in the area of actual 28mm and not GW "28mm" though, since MaxMini's stuff is obviously designed for use as "irregular" minis for GW games.
