Whats the best scw rules around at the moment??

Chain of Command, the spanish civil war supplement is free on the toofatlardies website.

I would concur. The Espana supplement for Chain of Command gives gives a great game. I am introducing a couple of new chaps to it this evening.
Quite a few battle reports etc. on Scrivsland.

As biased as I am, CoC is my choice for 'platoon-sized skirmishes'. Triumph and Tragedy are also great for a similarly sized game with a more 'pulp' feel.
For larger games I can't say I have ever found anything I like. Great War rule sets tend to fit far better than WWII ones though. Most purpose-designed SCW rules tend to over-emphasise the political differences between Republican factions, which had no actual impact at the front (other than who got the best equipment going at first).

I had a lot of fun playing larger SCW battles using Peter Pigs 'Square Bashing', although I expect Great War Spearhead would work fine too. Both use 1 base = 1 company/battery/squadron, so are quite large scale.
I did a variant of AK47 for brigade level battles, which worked OK too, and I've run the odd very large sale game using operational rules such as Megablitz (1 base = 1 battalion).
I've mainly been playing SCW recently with Neil Thomas's One Hour Wargames rules though (Machine Age Warfare section), which have the merit of being fast and fun, even if not hugely 'realistic'.

Indeed they do, I'd forgotten about them: http://mr-home.staff.shef.ac.uk/rules/mex36.html
For an early 'War of the Columns' type affair they are just the thing, not that they wouldn't work later of course. AK-47 Republic is a fun game and in my opinion gives as good a result as many 'serious' rule sets out there, but with far less stress.

lol my fame goes before me. The Mexicanski 36 version on the website is a bit over complex, I dropped the DBA type element activation fairly quickly and basically reverted to standard AK with a few unit type tweaks. One day I'll put the revised playsheet up, but I haven't played a game for a few years now.
But yes, very much aimed at 1936, which it actually works quite well.

What size games do you want to do? (Chain of Command are absolutely brilliant at platoon"ish" level - not so great at Battalion level upwards unless you have multiple players).
