I'm looking for something simple that can be picked up quickly for my son and I. Will probably be repurposing 'Clix, Mon-Poc and other "scale" figures. Just looking to have a monster vs robot slug-fest that may or may not destroy buildings.
Being that I'm utilizing clix and other such figures, should indicate that I'm cheap. So free rules would be ideal, but super cheap for a pdf is also ok.
Any suggestions?

I can highly recommend the "Giant Monster Rampage" rules from Radioactive Press (have a demo game of it at the Cosplay/Manga Convention here this coming weekend).
The base rulebook (no need for the optional rules) is currently on sale at $10 or there is a simplified "print & play" boardgame style version for just $5.

Either will give a great fun game, the rulebook version gives you more options on turning your figures (pretty much anything) into game pieces.

Have you looked at Ganesha Games? Mighty Monsters is the Kaiju rules and Samurai Robots is like Tranzor-Z or Voltron. Good Yahoo group full of support too.
