So the new Frostgrave cultists have me thinking about kit bashes. I'm going to do some test models for a post apocalyptic doom cult using WF survivors and some Pulp cultists using WG US Marines but I'd also like to do some Wild West cultists for my Deadlands collection. Unfortunately, so far as I'm aware, no one does a plastic Cowboys set.
So, any suggestion for cowboy arms/weapons/heads?

That's a tough one..Reaper has the Deadlands weapons sprue. Have you considered looking at some plastic cowboy & indians sets? Those cheap things they sell at drugstores, etc...sculpts would be soft but they're cheap. Don't those Malifaux "create a character" sets come with a lot of heads?

'Cheap' is only cost effective if they are worth using ;)
The Malifaux box is probably a good call. While the figures will be far taller, they tend to be slender so the heads and possibly weapons may well work. I seem to recall someone saying you could make something like 12 figures from the box with loads of left overs. Sounds like more than enough. I shall look into that properly, cheers!

Maybe some of the croocked dice Heads are interesting. As weapons you can use some of the warlords-weapons from the plasticsets. Or some Perry-weapons from the napoleonics?

Maybe bits of the Perry Miniatures ACW Cavalry and the newer ACW infantry set?

Wargames factory colonial militia for arms with weapons?
Head wise would they have Stetsons on being cultists,how about those corn sacks over their heads with eye holes ,or bare heads with bandannas .
