Also, are you using the Epic: Armageddon rules?

epic 3rd

the rules say to divide the board in quadrants at 4+ there's terrain, so if you roll low...

Epic 3rd? Which one was that please?

As for terrain, I'd certainly enforce a rule that a board has to have at least three peices of terrain on it even if you roll low! :P
