The specs for the Silent Tower are somewhat daunting to consider, so I'm looking for examples.
My assumption on reading the terrain description is that the Tower is 10" tall, not in diameter. That tall a building near the middle really calls for other tall buildings...
Is there any agreement on how much standing room is available at each of its floors? Access other than the adjoining buildings?

I agree- it is a pretty specific terrain price they are asking for. I am at a complete loss for how one might approach it.

I think the description is made with GW's Witchfate Tor in mind. A similar tower construct would do the trick.

Use whatever tower you have, but just remember the top is actually 10 inches above the ground.
If your model is only 6 inches high - it's an optical illusion, and the "middle floor" is cloaked from view (with all that magic whizzing about the city it's not such an unusual issue).
Option B, stand your tower on a hill, or on a flat roofed building.

For "The Silent Tower" scenario, I purchased a Dave Graffam (http://www.davesgames.net) paper model of a ruined church that fit the bill. I glued the paper "skins" to foamcore, put it together, mounted it on some mdf, and added some snow and flocking. A little drybrushing to try to give the place a frostier appearance, and this is what I came up with.

Ha- I just went online to buy the arcane fulcrum staircase and GW has discontinued it.
I feel like nothing is easy for Frostgrave terrain- between the discontinued pegusus walls, the discontinued LOTR terrain, discontinued mordheim terrain... What the damn...

It is somewhat reassuring to see that my confusion is not unique.
A trip to the local craft store has turned up one of those paper mache' birdhouses that is vaguely like a lighthouse, but square instead of round, and 12 inches tall. My plan is to not chop into it, but rather build a set of obviously mismatched scaffolds around it at a couple levels, construct a pair of shorter towers like it to connect the scaffolds to, and set it all on a single base that would define the null magic area.
The goal is to provide the high spaces for melee conflict with available but minimal sniper nesting.
Finding the time is my next trick.
