Does anyone know where one could be found for a decent price? An even better question might be, are they common in the Middle East?

How firmly set are you on a Lada Riva? This is what I did with Vladimir Trunkov, from the Pixar Cars diecast toy:

As for the availability Ladas (or any other vehicle) in the Middle East, I have no idea!

I think they still make Rivas, under licence, in Egypt. No idea if they export them.
Probably the closest you will find is something in 1/43. There's bound to be a Russian diecast out there. Personally i think 1/43 is far too big for 28mm but if you really want one, that's likely to be your best option.

The Disney-Pixar Trunkov is a good proxy. I've got one of my own and it's a good fit with 28mm.

This "Lada" model can be purchased in Russia at the scale 1/60, but it is a bit bit small.
