Question -- Why in the world would I make a 95mm tall Phantom Ace? ...

Answer -- Because I didn't have time to make it 150mm tall of course.  ;D

  It needs to be painted bronze and put on a plinth in the middle of town square.

Reminds me a bit of games like GW's Inquisitor (and to some extent the super obscure Swedish miniature game Hybrid, and Wizkid's kinda bizarre but fun Shadowrun action figure game) that tried to use really big scales. And they always flop, because most gamers don't like to have to make completely new terrain for a weird scale used only by a single game, or to pay like $20 for every single unit.
Wasn't there some game announced a few years ago that was going to use 54mm resin or something ridiculous like that, and every model cost at least €60? No wonder I haven't heard about it since then.
