Title: Tactical Values in MWWBK

Okay, very nice to finally have Men Who Would Be Kings and it looks like another clean and very playable game - can't wait to get to it.
So far, the only niggling question I have is about understanding the Tactical Value heading in each scenario (can't see where this mechanic is spelled out in the book).
I'm guessing that the numbers shown modify the 24 points available for each Field Force in the mission, but I'm not sure. Can someone direct me to the section in the rules that explain Tactical Values.

I think Tactical Value is used for working out who is attacker and who is defender in a scenario. Bottom of page 44, Choosing Attackers and Defenders.
