looking for 28mm lead skeletons for a terrain piece, just plain, no armor , no weapons

Doesn't Reaper make some plain skeletons that are used as sculpting dollies? If you are willing to go to plastic you could try and find some of the Wargames Factory skeletons as I have heard via the Tabletop Minions Youtube channel that they make good scenery.

Do plane skeletons have wings, or are they dressed up as Biggles and his chums?

Honestly, despite being plastic, you probably want to find the wargames factory skeleton kit and you'll have all of the skeleton pieces you can use for a long time. Things were a bit to slender for easy normal miniatures, but perfect for terrain and basing pieces.

Eureka produce a simple skeleton in metal. Actually they produce a number but I'm not sure if you want Greek Hoplite or Pirate versions as well.

A bit late but may be of interest.
Dragon forge do a 'Mr Skeleton' kit:

The kit has partts for one full skeleton and several other bits which are good for scatter terrain & etc.
One set is USD$4 while five sets are USD$18.
Dragon forge do some jolly nice bases as well.
