So I have a number of figures that I like, but I would like to switch their hats, but not the whole head. The problem is that they are metal figures with cast on helmets. So I am wondering if anybody has any good suggestions for cutting metal figures heads off?

Jeweller's saw.

I second Rich's jeweler saw as ideal. I've also used nail clippers to take little bites and metal files

h and plenty of blades they are cheap and snap easily! But 50 are about £1

Jewelers saw, but I find it is often easier to not quite cut it where you want but a little higher and then carefully file off the last mm or so. I at least find I have more control that way.

Indeed, it won' t leave the smoothest of surfaces, a fine fill will then trim neatly with a bit more control

Have you thought of instamold? It would let you copy the part in greenstuff without damaging the model and put it on the new figure.
Otherwise the jewelers saw and some files will do you well.
