If you want value for money, try the Knights of Dice Tabula Rasa range. You probably want to do some surface texturing ( that's kind of what the range is designed for) but the buildings are great and well thought out in terms of design. Quite good fun putting them together actually.
Of course, if you want the generic wargamers trope of square or oblong, flat roofed, adobe box, then it's as easy and much cheaper to make 'em yourself using foam/balsa/cork or even cardboard boxes and some spackle.

Also need 28mm thanks

What kind of buildings are you looking for (more specifically than 'middle eastern')? Urban apartment blocks or rural compounds? Or something else?
My go-to solution is Matakishi's Tea House - quick, easy and cheap to build!

Now, Afghanistan isn't in the middle east, but you might also get some inspiration from the Too Fat Lardies:

I make quite a lot of Middle Eastern Buildings in 15mm, 20mm and 28mm.
Here's an example of my 28mm work:-

Seems to me these would be very easy to build with a bit of that foam-core board from the Dollar Store, or 99C Store, and some spackling from a Home Improvement store.
The real ones seem to be pretty non-descript, and very simple designs.
