I can't find a copy of man o war inexpensively, and I'm looking for a fantasy naval game. Anyone have any suggestions?

Uncharted Seas by the now defunct Spartan Games. Went out of print a few years ago so probably not much help.

Don't know anything about it though, but the rules are freely available so it won't cost you anything to check them out.
(after browsing through them it turns out the ships are part of a larger game set in the demonworld setting)
I also know Microworld miniatures is working on a fantasy naval game but that's still early days at the moment.

Not fantasy you say? But it has dragons, monster crabs and oh so many crazy things!
Not a wargame you say?
BAH! look at the rules! it was clearly designed as a wargame then marketed as a small scale board game to sell the booster pack format!
No longer in production you say?
TRUE BUT SHUSH! it can be bought cheaply in bulk on ebay! I sunk about £40 and have HUNDREDS! of ships.
If you don't want to spend, simply find the full rules online, theres a busy forum for it on board game geek with all the rules! you can find all the cards and ship stats online and even make up your own!

Strange Tydes by wessex games is an option. While I've not played it, I have been impressed by other rules they produce (strange grogge and Firewall 2136ad).

Here (https://boardgamegeek.com/filepage/88419/combined-set-rules) is the latest known copy of the rules, but you will need an account at BoardGameGeek to download it.
Pirates of Yendor (http://freewargamesrules.wikia.com/wiki/Pirates_of_Yendor_Sea_Battle_Rules) is for 28mm, but the way the grid is designed, you may as well use tiny ships and a small grid of hexes.

I know this is a bit of thread necromancy, but Galleys and Galleons is a scale agnostic naval wargames system from Ganesha games. Costs about $8 for a PDF of the rules. I've yet to play it but it seems quite popular and I've read through the rules a few times and I like what I see so far.
