There is a new set for Dracula's America, out at the end of the month. Didn't see one for Dead Mans Hand, but I could always use more variety!

Black Scorpion makes some excellent Apache Indians: https://www.blackscorpionminiatures.com/index.php?cPath=28

If you are looking for more options: http://theminiaturespage.com/boards/msg.mv?id=398185

May not be exactly what you are looking for but maybe this helps.

I hear a rumour from a reliable source that Great Escape Games will be doing some this year...

Otherwise - Wargames Foundry has a good range of mounted/dismounted plains indians

Warlord games has the Conquest (?) Commanche again with mounted dismounted

I don't understand the question?  Aren't there loads of suppliers making Plains Indians in all sorts of scales to meet just about any need?  Certainly are in 15 mm, I have half a thousand or so waiting paint (well prepping for painting first).  Is the supply situation that dire in your scale?  Serious question, not being flippant or any such thing.

Foundry's are some of their poorest efforts in my 'umble opinion. The set of Comanches, done by I can't remember who, look like epileptic stick insects!
