So, I’ll throw my hat in the ring here!
I’ve had this idea since I first started my 2000ad thread. In one of the comics, to keep it safe, the Statue of Liberty was moved downtown. The idea wasn’t the greatest(maybe even I’ll-advised, some might say! ;)), as they built other buildings/levels up all around about it, basically hiding most of it from view. I thought this might make an nice scenery piece, kinda implying there’s more beneath the surface of my board when just the head and lamp stick out above the ground.

Fecking spellcheck(at least that’s the story I’m sticking to ;)) I’ve changed it.
DAS might be the way to go. I’ve made a rock face thingy in the jungle before using blue foam covered in Green Stuff could be another way to go. Or my last thought,for now, was a plastic dolls head to modify. They’re about the right size. For scale, the face of the Statue of Liberty is just over 8 feet in height.

So the plan....I’m planning on building two pieces. One bit is the arm and torch and the other bit the head. This is supposed to represent the Statue poking up through from the lower level.
Here’s some of the pics I’ll be using as a reference. Is it just me or does she have a resemblance to Elvis in some of these pics?

So I’ve decided to go the air-drying clay route. In art class (God! About 25 years ago!) we did sculptures of faces. As far as I can remember, we did it this way.
So, to start with, I’ve made two hardwood bases. This is the same technique I use for all my building bases on my 2000ad board.

He uses MDF but hardboard works just as well. Basically lines are cut using a knife opened up (in my case using a pointed sculpting tool) then sanded. I’ve also rounded off the edges and corners using a knife and sandpaper too.
Next, I’ve taken tinfoil. My idea is to make a kinda former, something to give me a very rough shape, then sculpt on it. The tinfoil was made into a ball, I’ve jammed some wooden sticks in there to give me something to hold on to, then I’ve covered it in the air drying clay.

I’ve smoothed that off, made some markings where the eyes, nose and mouth will be, then I’ll need to leave that on top of my radiator in the house to dry over night.

The arm was done just the same only with a sausage of tinfoil covering a longer stick.

I dare say, you could probably find a souvenir somewhere and cut it up, maybe even just find a head somewhere, but that’d be more than the 25% commercially bought items for the build! ....anyway, where’s the challenge in that? ;)

The clay has dried, but it’s all cracked. I don’t think it’ll matter though, I’m planning on Green Stuffing the shit out of it!(to paraphrase Matt Damon!)
Now on to the difficult bit, sculpting the face!

Ach! No worries about the cracks....they disappear underneath the GS mate! To keep them would be too awkward!
So, today’s work involved starting with the crown/tiara thingy. I’ve cut two discs of plastic card using my circle cutter, then cut a strip that tapers toward each end to make the discs sit at angles to each other.

I’ve managed to build up the first layers of GS on the face too.....is it just me or does it look like Daniel Craig? :-[ The names Liberty....Statue of Liberty! ;)

I’ve also put some more putty around the base of the arm. This will give me a starting point for the folds of the cloth when I do it with Green Stuff....

The Fatty and his friends looking on in the background are a perfect setting too, what with the Statue of Liberty being lost in the tangle of cityblocks in the Judge Dredd storyline.
It only started looking like Daniel Craig AFTER you pointed it out, and I can't unsee it!

The torch is big, as far as I can tell. In this pic, the face looks as wide as the top of the torch. Using that as a measure, in 28mm scale, it ends up being 5cm wide.

So if the platform is 5cm wide, I can use that to scale the length of the torch, which ends up being about 12cm long.

So I’ve started to cover the arm in Green Stuff.
On the reference pictures there looks to be some kind of welding between the plates that make up the arm. So I’ve scored the GS to make panel lines and I’ve used a soft clay shaper to make wee indents either side of the lines. Hopefully this will help at the painting stage to make it look interesting!

I’ve carried that on, up to where the hand will be. I’ve then drilled out the torch and pinned it with a couple of wires, used a blob of GS for extra support, and glued it to the hand. I’ll wait until that dries, then sculpt the rest of the hand and fingers around the torch.

Oh and the guard rail is cut out of really thin plastic card so the pattern would cut easy. I had some thin plastic strip, as well, that I’ve used to detail the railing. I’m not sure if I’ll go any further with the detail on the fence, I think that might be enough to give the impression I’m looking for!

I am curious how things work having wet clay (because it is ordinary sculptors clay you are using, right?) and GS.... Is it a process you've tried before? Aren't you trapping moisture inside that thing when you covering it with that non permeable compound?
EDIT: Ah sorry, I now see you are using some sort of air drying cellulose clay.

What I’ve doing is drying the clay on my radiator overnight and starting doing stuff again in the morning. The clay is bone-dry by the morning. I’m managing to get more done because of my work situation just now.

So, the torch has moved on a wee bit. I’ve GS’d the main parts(I’ve still got the flame to do) and added some fingers to hold it. They still need some filling in at the back!

I’ve also decided to make it just one base. When I had the two and I tried the placing, the bits looked too far apart. I’ve added a wall around the outside and put a couple of wee resin bits and rubbish about there too.

If I have to be critical, the biggest problem with this is that it's not mine. :D
The sculpting is great but I think it'll be getting the paint job right that makes this really pop. I know your stuff though so I know you will do it.

....it’s a lighter hold she has over the torch, not a full grasp like she was holding a sword or something. This picture also shows the filling in that needs to be done on the back of the fingers. It looks creepy just now!...... :`

They’re scored. The barrier are done with foamed PVC...

This is looking incredible! I've often wondered about that foamed pvc as a material but have never gotten around to buying some to try out, looks really good.
You probably don’t need to buy it. It’s the same stuff that a lot of signs are made of. We use them in our work for CCTV warning signs.

The face was filled out more, so that it no longer looks like Daniel Craig! ;)

Then some paint was applied. This was actually very easy. I first sprayed black the sprayed white, but straight down over the top, no more than 45 degrees out to each side. I believe this is called zenthinal highlights. Then it was just a case of doing a kinda gree/turquoise wash and some darker lines for weathering. The concrete is just household paint testers. Some stone grey and beige to highlight.
Thanks to Steve(Elk101) for the idea of the "Damn dirty apes" quote! And the "liberty isn't free" I'm sure was from a Judge Dredd comic.
