I have been searching for a miniature wargame that has to do with Lovecraftian overtones. I can't remember the name of the game, but I remember setting premise.
The setting was a story where Cthulhu finally arose from the briny depths and caused an apocalypse. Mankind is now in a state of anarchy, not exactly sure how, I believe most of them went insane and caused chaos, but not all of mankind went insane. Many live among the mad like how people survivors live in a zombie apocalypse setting. Scrounging for food, fighting for their lives, avoiding the really horrific monsters that live among the insane.
You take control of a group of survivors fighting off other survivors or mythos or whatever else in order for your group to survive.
If this rings a bell to anyone please let me know.

That's pretty much the the game I was planning on running for conventions in the early years of the 21st century o_o
Nothing came of that and I can't recall the rules the idea was based on (I was thinking of using either our own version of Necromunda -- with alternating activations -- or a bit later on, Infinity as the base set). It definitely wasn't Mythos Miniatures which does sounds like it might fit, aside of the fact that it doesn't seem to have the post-Cthulhupocalypse back story.

That wasn't the one I read back when either, unless it was some sort of lightweight early freeware version.

I looked at those. Not the ones.
The game has a bunch of gangs, i think the city is partly flooded, the cities wrecked and filled with shanty towns, and I think it takes place in the 1940's or 20's
From pictures I recall the setting looks very dreary with dark rain clouds and the dominant color being blue like it's always cold there.
Is there a post of a list of all known Cthulhu war miniature games?

Not that I'm aware of. Some might be found among various board games lists, 4X: http://www.hplovecraft.com/popcult/games/board.aspx
Description about gaming in partly flooded cities doesn't sound familiar so the ruleset in question probably isn't something I've actually ever perused.

Sounds a bit like Cthulhu City for Trail of Cthulhu, but that's an RPG supplement.

What was the timeframe in which you remember seeing it?
Did it have a dedicated miniatures line or was it just a ruleset?
Was the ruleset published in hardcover or was it only PDF/POD?
Was it funded via Kickstarter?
