Lovely painting.  Very characterful nasty blighters.

(Those flowers on the bases.  Are they African Violets?   ::) )

Something about your painting, I can't decide if it is the mustache or the eyes, make the officer look maniacal! Say, Jack the Ripper in the Heart of Darkness! I have a feeling that he is the kind of fellow that would have had his own collection of severed hands and reviewed them nightly.
