There's a great interview over at Grognardia with Rick Priestley.

In it he mentions, Richard Halliwell many times. 'Hal' was one of the big brains behind many of the industry's most popular titles...Warhammer Fantasy Battles and Space Hulk. He also wrote adventures for Warhammer Fantasy Role-Play and created two of my favorite cult games...BlockMania and Dark Future.
He was very prolific in the 80s and major force for GWs success, but where is he? Many other early GW fellas have been out and about designing through the 90s and 00s, but I haven't seen anything from or about Richard Halliwell.
Anyone have any idea what his story is?

I'm pretty sure that's Richard Helliwell's site; different guy (but still ex-GW!). :)

Oof sounds like he hit a very rough patch. I think the community would be more then happy to raise some cash to help him but obviously we'd need to communicate with him
