I can only find offers of the pdf, at Wargames Vault and Drive Thru RPG, but no indication of where to get a printed copy.

Not that I'm aware of. I got the pdf and got one of these online printers to print and bind it for me.
Wish I had kept just as a PDF though as the author seems to regularly update the rules and mine were outdated within days of printing.
My recommendation would be to just use the pdf then you can update (for free) if improvements are made.

No. You can download the new updates whenever they appear, it was just that I had paid to have it printed/bound and then it was upgraded within a couple of weeks!!

Print on Demand
The author provides the PDF to a supplier, who takes orders, prints the book, and sends it out. Amazon do this for some of the older Ospreys.

Would local print shops accept the PDF download? If so, how does one transfer the file? Aren’t there safeguards against transferring ownership/access?
I ask because I wouldn’t want to pay for the download if it can’t be printed by the printing shops.

There’s explicit permission in the book that allows you to print it for personal use.
Most places won’t try to police this sort of thing, because it’s basically impossible. If you can’t find a place local That will print it, I’ve heard from several people that https://www.printme1.com/ is reliable.
The usual method of getting it to the printer is either carrying it in on a usb stick or going through an online portal that lets you upload and pay for it up front.

I just printed it off and placed it in a three ring binder, the back side of the pages are blank so with pencil I can add rules. I also add dividers for quick references. and a couple more for quick charts.

I still wish the author would/could work out a system to have it POD, whether through DriveThru, Wargame Vault or some other provider. This is done all the time. :?

Its not as easy as you all seem to think. You need to produce a proper cover for the book as well as create a layout that uses proper alternating pages.
Nordic Weasel is a one person operation. I don't think he has the requisite experience in doing layout for this sort of project.
He also has a habit of releasing books with new content in them and that would mean redoing cover artwork every time.
I think its more important that he concentrates on writing rules
