I am looking to play the Great War in 1-1 at 3mm, with each base being a section. From what I understand, the number of men in a section changed throughout the war (and I have seen arguments that commanders did not think in terms of sections at the time) but I am aiming for between 8 to 12 models per base (4cm by 2cm). I am planning late war French vs Germans, and would also like at some point to do Germans or Austro-Hungarians vs Russians in 1914.
Any suggestions? I am unsure if any single ruleset could cover 1914 eastern front and 1918 western front so happy with suggestions which only cover one of those two.

I’ll be interested to see what suggestions come up. I’m not sure of any WWI rules that are based on 1 section = 1 base.
We have been playing If the Lord Spares Us by Too Fat Lardies recently, and enjoying it. But it is one base = 1 platoon.
A number of sets are 1 base = 1 company (GWSH, 1914)

My go-to for a section/base ruleset in WW1 is Crossfire.

I was going to suggest Crossfire too. Although it's a WW2 set the mechanisms work for WW1 since its very infantry focussed. There are a few online variants out there for WW1
If you try a massed attack over open ground god help you - you'll find out like every nation you'll need to use the ground, move in rushes, and provide covering fire to suppress the enemy.

Nordic Weasel's Trench Hammer is designed for one base = one squad. Available on Wargame Vault.
They also had/have an older game called Trench Storm, but I can't seem to find it now.

Check out the YouTube videos from Lindybeige and others on Crossfire. They give a very good understanding of the mechanics.
