Which Stargrave crew type, if any, would be the best fit for a crew of 40K-style Orks - Veterans?

Stargrave doesn't have crew types, that's more a Rogue Stars thing. If you mean what would fit for your captain and first mate, pretty much anything should work. Let's see:
Biomorph - might be a stretch, but if the guy's a mad dok (or a mad dok's pet project) or some kind of mutant it could work
Cyborg - spell it cybork and you're done
Mystic - weirdboy, obviously
Robotic Expert - big mek, be sure to call his charges tinboyz for old school cred
Rogue - some kind of sneaky git, maybe a kommando or loota boss
Psionicist - another flavor of weirdboy
Tekker - another flavor of big mek
Veteran - kind of the default warboss or nob background
As far as your soldiers go anything works. Even ones like the hacker/codebreaker types could be flavored as junior meks or their grot assistants. The "guard dogs" are squigs - or maybe unusually enthusiastic grots, since they're pretty weedy in combat but fast.

What about small forms? The crew of the ship is completely made of grots?
No Armour = Bare heads
Light Armour = Helmets
Heavy Armour = Any metal chest plate (piece of junk, from bitz, green stuff, printed)
Combat Armour = Squig Armor or Killa Kans

For my Ork team, all the recruits and runners are Grots.

I've got a whole 30-ork mob of boyz with grot head swaps as "Zag's Pinheadz" - the product of a Mad Dok's (or maybe his assistant) and a loonie Runtherd who are bent on showing up Zodgrodd by producing "uber-grots" via head transplants and a regimen of squig-steroid injections. The conversions look pretty good (and suitably ridiculous) and could make some good elite specialist figs for a Stargrave all-grot force if you wanted to go that route. Bonus points if you can find a Red Gobbo mini to lead them.

I then adjust to the accomplice, he has a standard 40k orc army, with troops of grots.
There is still such a thing. There is also a Tinboyz. A good excuse for the presence of robots in the squad.
Captured Robotz - Fighters with the characteristic robot
Runbot - Armoured Trooper with the characteristic robot
