Title: Spectre Operations Rules Questions

A couple of rules questions,

Units on Overwatch:  Can they fire at targets that have not moved but have LOS?
Context:  My opponent wins the initiative.  I put my unit on Overwatch who has LOS to one of his units.  During his movement phase he does not move this unit.  Can I declare that my unit on Overwatch will fire on his unit that hasn't moved, essentially "stealing" some of his initiative?

Suppression Points:  Does a unit receive a suppression point for every shot that was fired at it?  That is, if a single shot is fired, they receive 1 point of suppression, but if an LMG fires 4 shots at a unit, they receive 4 points of suppression?

I think I'm getting my rules confused with Bolt Action in which a unit receives one pin marker regardless of how many shots it takes from a unit.  I think it makes more sense in Spectre to dole out 1 point per shot, otherwise things like rapid fire or sustained fire don't make too much sense.

Here's our take based on a fair amount of playing.
Overwatch is for enemy moving into your LOS, like covering an alleyway or section of a street, so no for your example.
Yes, 1 suppression point per shot fired at the model/squad, so if you have a squad with low CD (say 2) that receive fixed lmg fire then after the first 2 shots they test to see if they go suppressed then test again after the next 2 shots. The effect of the shots, wound/kill are separate to that.

I think your take on both are correct.

Though it doesn't state clearly about Overwatch, it seems that using Overwatch to get a shot in on an opponent already in LOS is a bit of an abuse of the spirit of the rule.
