Title: Can anyone ID this sci-fi figure?

Going through a box of old lead, and an abandoned sci-fi project, I came across this 28mm figure. He has an Andy Foster sculpting look but Simon at Heresy said "Not one of mine". He also dwarfs the Heresy stuff so that should have been my first clue. I thought maybe it was a Studio McVey Sedition Wars figure, but he also seems to be way larger than their normal fare, so I'm at a loss. I figured I'd appeal to the LAF sci-fi hive mind for answers.

Looks like it was one of the only sci-fi-ish minis they did. Good to know.
