I have "a fistful of kung fu" by osprey and I really enjoy the game but this far I have been using miniatures that don't really fit the theme.
I prefer 1/72 plastic minis for the most part because I enjoy getting a bunch of them so if anyone has any ideas that would be cool. Other suggestions are appreciated as well!

Well since you like 1/72 scale I would recommend looking at the Plastic Toy Soldier Review site. But isn't one prebuilt faction police? Which would open up some more sets.
For martial artist figures, I looked at Boxer Rebellion and Japanese samurai and I think that:
- Orion Boxer Rebellion, looks really nice for a bunch of martial artists and civilians
- Red Box Chinese Boxers should work nicely, even if the figures look a little worse
- Red Box Ninja, could work for a faction
- Red Box Japanese Warrior Monks, look interesting
- Red Box Japanese Peasant Infantry, nice unarmoured fighters
For police:
Red Box Policemen and Citizens, looks really nice. While the Gangster set by the same company could allow for a interesting list (more of American/Italian gangsters)

It's a great game!
If you include the supernatural elements in the game (oni/demons and so on), don't forget about using 25mm and 28mm monsters. For example, Dixon's oni and bakemono goblins will scale nicely with 1/72 humans (justifying the Big trait that they have in the example profiles in the book). You might be able to find some old Ral Partha 'oriental adventures' figures that will work at a more human scale too.
Caesar's 1/72 zombies/undead box includes a very nice Chinese hopping vampire!
