Title: post apocalyptic figures in 28mm

Who makes post apocalyptic figures (not zombies) in 28mm. I don't want huge firearms, just normal sized slug throwers. I want goodwill mix and match clothing and make shift melee weapons.

Copplestone casting scavengers are good post apoc figures, with ragged clothing and a variety of weapons. Hasslefree do a cleaner cut series of survivors with a really varied choice of weapons. Heresy also do a couple of figs that might be useful to you, and have really good service.

Mad puppet (might be too large for your tastes)
Westwind road rage/road kill (i forget what it's actually called)
Ramshackle games
Dark Age (again, a little large)

as well as those already mentioned

Mirliton/Grenadier (more Copplestone stuff)
Pig Iron (rebels, ferals, bits)
Ral Partha/Ironwind (there was some weirdness in their Shadowrun and Vor ranges, maybe others)

And Brigade's new line for Atomic Cafe 1957 are out there. A nice mix of civilian looking figures, some with ragged clothing.

Check out some of Alpha Forge's Star Mogul figures....They'd work well for Post-Apoc...

Guy running with a shotgun, chainsaw guy...

Some do have 'futuristic' weapons, but that could easily be changed.  Plus they are dirt cheap.

Pictures on their site are not great, but the figures are pretty nice, and generally similar to the Copplestone and em-4 lines.

These are actually the same range as ours but ours are from the original UK masters and are cheaper :D

As a semi-regular customer, I agree on the singles & prices & good casts part. However, none of my eM minis have ever come cleaned or primed. To quote:

To clear this up, the majority of our Future Warriors do come cleaned and primed. However, as the stock of contract-cast ones is exhausted, their replacements will revert to the traditional unprimed state. They will still be sold singly and at good prices.

Apologies for the confusion.

Still, EM4 are simply the best resource for 28mm Post Apocalypse and near future SF. Recommended.

...and seconded (or thirded, or whatever). The EM4 range has two lines which are particularly post-apocalyptic:
the Savages (11 different models)

The lines aren't huge but the models can be converted and you can also convert other EM4 models to savages (bikers are quite suitable for this) or scavengers (rebels are quite suitable for this). You can see my take on the savages here:

After this bunch I made more conversions which will be featured in the Chronicles (along with their rides) in the future. My cousin (FM on this forum) made some great scavenger conversions which should appear in the Chronicles in the future as well.

Pimping aside, I can also recommend the Kallistra set: four good looking scavenger models, five savage/biker/mercenary types and one pimp for a small price. I made some piccies of those models with an EM4 savage for comparison:

I'll add another plug for www.ramshacklegames.co.uk (http://www.ramshacklegames.co.uk).

Curtis (the owner) could not be more helpful and will give all sorts of good goodies and customisation if you ask for it. For example, I got discounted postage because of a mistake on his end and a massive stack of bits and pieces for only a few pounds. Also, in the course of ten or so emails he was very happy to custom mould certain models (he offered to mould a bike sans rider for conversion and also include an unmodified model at no extra charge).

The models are really quite characterful (check the website) and the vehicles stand out particularly well for post apocalyptic gaming. They're really well priced as well. The postage is a little more if you don't live in England but speak to Curtis and he will work with you on it I'm sure.
