Rugged Adventures from Pulp Figures is free

I have played Rattraps .45 Adventures and recommend it, but it will cost you. There are some free downloads and the speakeasy site has a feature which allows you to print out the stats for the characters you design.

Geezers has 2 rules sets, one British and 1 Miami vice

I believe both are for sale and the picture of the cover is coming soon, but check with Craig.
http://www.thevirtualarmchairgeneral.com/ Astounding tales has been transmuted into a variety of settings, including 60s spy flix, by Howard Whitehouse.

So you don't have much choice unless you are willing to part with a buck or ten.

Two hour wargames offers Chain Reaction 3 for free. The basic rules include modern/near future gangs vs. police. There is also a free gangsters supplement available at the link that covers 20s/30s gangsters and inclludes some campaign rules.

Chaos in Cairo could be easily adapted to a Gangster setting.  There are even rules for Tommyguns in it.   ;)
