Title: Spells and BP

Does it cost BP for people to start with Spell's?

If i gave my Agent Speak Languages he could have them, but i don't see a cost.

Is there a Max amount a person can have assigned to them?

Threshold have to earn them in scenarios...some lurkers can purchase spells at the price indicated in the profile.

Cool thats makes sense then, but thought it was better to ask that assume ;)
