Have read through the rules and though there doesnt seem to be any clear system for generating a model (atleast based on what I can see), I have proceeded with creating The 3rd Doctor. This is mostly inspired from recently watching Inferno where he slips between dimensions. Comments welcome.

Venutian Aikido
this alien form of martial arts is primarily used to immobilize or move opponents. On a successful hit the Doctor can use his second action to either immobilize the target preventing it from moving or attacking on its next activation or move the target 2 squares behind him.
Sonic Screwdriver
Can make a ranged attack against all enemies within a range equal to his Range Combat score. Units must make a morale check even if they did not lose any models.
