Anyone know a easy to learn and free rule set for 28mm post apocalyptic miniatures (fallout)?

I second Mutants and Death Ray Guns, plays like a apocalyptic fantasy short range game. If you like full table ranges then Flying Lead by the same company. The games are designed for small units, plays fast, and offers troop, weapon and vehicle design tools.

There is also Nuclear Renaissance 2 by Ramshackle. Not quite Fallout in setting but a good fun ruleset.
There is also a Fallout set of rules for THWG Chain Reaction. It works well.
Some gamers use the Necromunda rules for Post Apoc. The power armour, energy weapons and Ogryn stats already exist in the 40k rules so it covers it pretty well.
Being a mainly Post Apoc gamer I have tried most of the rule sets mentioned. MDRG is good fun but misses the Super Mutant and Ghoul stats of Fallout where they are stronger. I love the Skank rules but many don't like the mechanics. Wastelands 3 Meltdown is great fun and has a superb campaign system. Chain Reaction 3 plays well and is great for solo play.

I'm also interested in Wastelands 3: Meltdown, but I can't find a website to download it.
Another question, is the game compatible with 15mm miniatures ? I plan to make a fallout-like table.

Can we get a sticky with a compiled list of rulesets? I noticed there are two threads on this same topic already.

I like Savage Worlds and there are a couple of fan conversions here http://www.savageheroes.com/conversions.htm
Then there is the Conversion od Darwin's World to Savage World, which you can get through RPGnow.
Not to mention Savage Showdown with is the Miniatures gaming specific rules, actually they are the same rules mostly.
Necromunda and related also do well, I still consider them as a good source.
