If I may,  ;)
the correct word is sans-culotte,
they were revolutionary guys wearing a pair of trousers in opposition of the nobility, wearing " culottes " ( I think the english is breeches ), and a phrygian hat.

Yep..I realised my mistake..I used the German spelling..doh!!!! samsagace has already told me.. ;)
