Who makes 1930s-1940s Civilian Zombies?
After all, it's not just soldiers who get infected. ;)
I figure I could do some head swaps if need be.

I think you might need to convert some. I would recomend starting with West Wind Games Victorian Zombies.

maybe it would just be easier to find living civilians from the area and zombify them like you said with head swaps and maybe green stuff

Tengu Models (http://www.tengumodels.co.uk/userimages/procart2.htm) have a set called the The Great Zedsby which I think is suitable. They have some other zombies that could probably pass the bill too; naked, clowns, jeans only.

But you might also considerStudio miniatures zombies. All are civilian and many of them could fit as 1930-1940 zombies (especially MOB 001, 003, 004, and "Till Death Us Do Part" :

The last option is to buy civilian miniatures and make a head swap with zombies heads (like SOTR from Westwind).

Arent there some Cthulu types out there that could be used? also I think Alpha fogre weird zombies may work

Check out Brigade Games. They have a WWII era set of civilian zombies. It contains four male zombies, each dressed differently.

I wonder if modern zombies would look that out of place if their pants are not painted as jeans but as brown cotton trousers and T-Shirts are are made into pullovers :) At least Cold War has quite a number of zombies that fit perfectly into the period, things like plastic construction helmets and traffic vests set aside of course.
