Pretty much any non-aristocratic civilian figure from such companies as Wargames Foundry and many others would do. Though you might have to convert them a little and put suitable weapons in their hands.
Of course you could also use spare figures from Lord Curr's Incorrigibles and the Scotland Yard box sets. I'd keep a close eye on North Star as I'm pretty certain that they will be releasing more figures before too long.

I'm sure the chaps here will come along with a host of other choices as well.

Brigade Games do a set of railway workers in their western range that might work?

Also, their victorian age "gangs of new york" style range might work too.

Check out Casting Room Miniatures e-bay shop, and some of the Victoriana/Colonial/Gsalight stuff. I plan to invest in a few items here:

Virtual armchair general B`hoys and or Perry rioters both 1868s street gangs would work well with the Brigade ones.

Also there is a mob in the old Gothic horro range which may work too

Perry miniatures do some Rioters in there American Civil War range armed with varies weapons.

About halfway down, Guns, Handweapons and I quite like the stone throwing pack.

The female rioters would make nice incendiaries with very little work.
