As odd as it seems the U.S. Coast Guard is actually part of the Armed Forces. Certainly it would be a potent piece of kit against the high speed boats used for smuggling.

Never saw this movie myself. :)
But local movie database describes synopsis as following:
On the far east American drug dealers trying to deliver big pile of drugs to Russia on board of some sort of the fishing boat.
But after arriving at the landing point were they plan to unload the drugs, they got captured by gang of escapees from the local prison.
Escapees plan to run away to Alaska on the boat using drug dealers as hostages. Well in fact they don`t now about drug dealing operation and consider drug dealers as ordinary fishermen.
Ship from the Russian fleet follows the boat trying to save "honest fishermen" At this time American coastal guard also joins the chase.
After trying to execute hostage saving operation Russian marines team finds that "hostages" not really want to be saved and more prone to killing unlucky saviors then be saved by them. Coastal guard Hind got shot down at this point btw. :) But somehow Russian team overcomes all obstacles and triumph over all bad guys.

i think they used the hind as a substitute for USCG Panthers, well, while they are not Hind, the Hind is the closest vismod you can get.
