Brigade Games do some very nice dismounted figures. Hopefully one day they'll do the mounted version. Eureka do US cavalry in 15mm but they are in tin hats IIRC.

The Marines had 30 horse marines for Legation protection, in China. I like the Old Glorymnot to mention cost effective. Also you could use Old Glory;s Carranza Cavalry as Marines in peaked cap w. a little filing on the shoulder boards,even use them in Murmansk in small numbers.
