I need some thoughts about the ideal rule system or if anyone has homegrown rules for mid 19thC street fighting, I am looking at the period 1848-1849, all suggestions most welcome..

I have played some enjoyable urban based games of Donnybrook. It balances the superior capabilities of smaller regular troops vs larger militia or civilian mobs quite nicely. Not much to adjust for the differences in the later period either.

It's a long time since I've used them, but I do recall some rather riotous games with these many years ago (especially as we managed to find roles that suited everyone's politics). You would need to adapt them for rifled weapons etc:-

I would also add that, as a result of playing the game, I got most of the bibliography (I have a thing about mid-Georgian - ie pre-Regency - Great Britain and Ireland), and they are well worth a read; you should be able to get them via the local public library if you don't want to buy them outright.

I have just had another thought. Songs of Drums and Shakos has a supplement (called more drums and shakos) that has rules for mobs, obsolete fire arms, improvised weapons etc. this could fit the bill nicely if you only want small games. I was planning to use if with my Spanish in the Peninsular war but haven't tried the mob rules out yet. SoDS is a good game system.

Perry Mins and Empress have some great figures for revolutionaries but you'll have to swap or convert the revolvers on the ACW figures.

To get exactly what you want it might be best to design your own rules - and they don't need to be complicated. I've long had a plan to game the Paris Commune of 1871 using simple but subject-specific home-brew mechanisms.
Early in my cogitations on the matter I formulated some basic ideas of how it would have to function. For one thing, because of the impracticability of using measuring devices in narrow miniature streets it would require the use of a grid, or better still a standardised base depth, as the unit of movement. It would of course be primarily about the capture/defence of the city through the assault/defence of barricades, so there's only one type of melee that needs to be considered; you don't need to concern yourself with flank attacks and other features of field battles. Another idea borne of the balconies on some of the model buildings I acquired was individual figures designated as political 'rabble rousers', who could orate from their lofty positions to inspire the toiling proletariat (I intended to use an Essex FPW French officer pose depicted waving his kepi in the air for this role).
I imagine any of this this would work equally well for earlier revolutions.
