Title: Figure ID Help

Just finished painting some figures that I picked up Ebay a few years ago. At the time I was just after the donkey cart they came with, as the figures are a bit ropey - bobbleheads & elbow-free arms abound - but I decided to paint them as a background figures for Pulp etc games. Anyone any ideas on the manufacturer?

That would be my guess - they have some similar models up in their store as Victorian/Space 1889 civvies...  ???
