Nice effect.

To get more height to the leaves, you can pull bits off the scouring pads with some pliers and glue them on top. It gives a bit more irregular shape.

the other alternative is to use floor buffer pads (you know those big rotary things schools use for polishing wooden floors) much thicker  ;)

I just used PVA.... but i was doing mine for 15mm africa.

Can you get hold of rubberised horsehair?
