Title: Lurker list example in the Rulebook

I have a question regarding the lurker list from the demo-game in the rulebook.

On pg. 166 a Cult Leader (5 Points), 3 Cultists (1 Point each) and a Fishman (7 Points) are taken, which make up a total of 15 Points.

After that, they are equipped with weapons from the master weapons table (Cult Leader a .22 Handgun and Knife, one Cultist gets a .22 Handgun, and the remaining two are
equipped with Knives.)

If the Models are already 15 Points worth, why does he have points to buy those additional weapons?

Or am I missing something?
... I probably am ;-) )

Under the Weapons section in the Cultist listing it states:

Weapons:Any up to 0.5EP. This model may purchase items from the Master Weapons Table.


This means that up to 0.5 EP worth of weapons can be chosen 'free' as part of its base cost.
The model may also purchase additional weapons from the Master Weapons Table at the cost listed.

Oh, okay, this makes sense.

But.. just for me to get it... where in the book is this "free equipment" rule explained?

I do not think it is spelled out that when it says lurkers can buy Xpts from a list it *really* means you can buy them for "free" as they are (basically) already included in the lurker profile (and cost).

BUT, it has been clarified at least twice by Uncle Mike on these forums.
