EBay is just fine most of the time but sometimes some people are lacking respect and decide not to pay !
the guy is from the states, i don't send there, he decided to play without asking me before, ok just fine....
and now after a message i sent him to pay me ASAP after 3 days without payment, he said i am not nice enough , i can keep my miniatures
i am so pissed about the rules of EBay, as a seller i can't drop a negative feedback

It goes against his account and you do not get billed for the sale. Not as good as getting the money but you only then loose your time and you can put the goods back up for sale again.

Your best option is to report it and just move on. You can't do anything to his account. No negative feedback can be left for a buyer. Ebay might give him a a warning but that's it unless he's got a lot of previous. Buyers are in a far better position on ebay as he can leave negative if he pays or create clones to harm your account.
Add the user id to your blocked bidder list, go through with the non-paying process to get the refund and ignore any messages or reply very politely. If he's offensive report the contact to ebay as that might give them a bit more ammo-asshole is probably a bit naughty but he didn't use it to you.

and i feel like i want to use less and less EBay since some Psychotic people are just troublemakers
the EBay Policy is also really a pain in the Arsh with the Buyers protection, i can be a complete assholes and still harm people before they take action

I had some tosser bid on five of my painted figures with no intention of paying. In fact he made excuse after excuse to try and get me to hold on to the figures, then pay at a later date. I held on to that date and still he didn't pay. I got my selling fee back from EBay but lost business as I did have other bids on the figures. You just have to take the rough with the smooth I suppose.
