Title: Non-league perks as league perks?

Hi, judging from the league perks that encompass other perks and make them available to an entire league, the cost in slots would usually be the level of the other perk, plus one.

So, if a campaign empire was to allow players to do likewise for other perks, should the perks that are treated as league perks also cost their level plus one slot?

Of course, it could be best to limit this to level 1 perks, to prevent low-level characters from accessing perks which are normally beyond their reach...

If I understand the question, I think you are talking about making more "abilities" into perks.

Your formula is not a bad place to start, but you may want to adjust it a little on a case-by-case basis.  ;)

Gameplay is designed around the assumption that certain abilities will be limited to using up a character's ability slots. If that is taken out, you may find that certain aspects of the game become easier/unbalance. But if everyone is doing it the same, then I suppose it is still okay.
