Command stand Flags with "hang"

Currently assembling an ACW force for some gaming. Looking at making at least 1 "high command" stand per side, imagine a general an officer and a standard bearer. any good suggestions for flags at rest? I'm working at 15mm which also makes it tough but if anyone has an idea or a method of modeling flags draped straight down I would appreciate the information!

Miliput, green stuff or similar. 
Roll out a small 'ice cream cone' & attach it to the flagpole with a spot of superglue.
Leave it for about 5 minutes. That will let the superglue set & not stick to you when you put in the creases to the 'flag' (use a cocktail stick)
When you are happy with the effect, use a craft-knife to create the fringe (if you want one)
Put it to one side & leave it overnight to set solidly. You might want to give it some more superglue to ensure it all stays together.
Next day, paint it. Remember you are NOT trying to replicate the flag details fully. Suggest details. Most detail would not show & it is in 15mm.

helps a great deal, don't know if i have the modelling painting skills for this but for sure can give it a chacne.

Modelling.    Take your time, & every so often hold it at arm's length. That is, at least,  how far it
                   will be seen on table. The phrase to remember is,
                   'A blind man on a galloping horse wouldn't notice it'  lol

Painting.   1) Paint the flag white, leave it to dry (at least overnight)
                2) Get some Gel pens & DRAW some bits of the flag that show.
                   e.g. If it is in a Union army & has a few red & white bars with a bit
                    of the blue canton showing, people will assume it is 'Old Glory'.
