You might try looking at the stuff by "A Perfect Captain" - it's free though they request that you donate to a charity of your choice.

"Princes of the East" - has some good ideas - it is a campaign game set in the Crusades.

This set has stuff about councillors, some nice fortress plans for running sieges and some bits about intrigue, IIRC.

"In the Shadow of Byzantium" also has some ideas. IIRC the random events are quite good.

More recently they have a War of the Roses ruleset out called "A Crown of Paper". It has some interesting ideas for recruitment. Each faction draws chits out of a cup for its recruitment areas. Each chit shows how many troops you get, but some are "excuses" as to why no troops were raised. I found it amusing: you can imagine the Lord receiving the message: "Sorry I couldn't send any troops, but..." :-)

All their stuff is quite good. There is a system for generating random battlefields, for example.

Campaigns are my main interest these days, since I've no regular gaming partners near my location. Thus many thanks for turning up this thread, it's quite useful and very inspiring. :)
If I can add a small bit from my own - yet limited - experiences as a 'campaign master' so far: Be positive about your fellow players. Nothing more demotivating for a lot of people than being punished for lost battles, troops or territories. Try to give bonuses for success and no penalties for failures. It might not be realistic to provide them with a set basis to rely on, but it's much more encouraging for those who lose more regularly (may it be for a lack of luck or their 'ineptitude'). Otherwise I've experienced players losing their interest in the whole campaign, because they see themselves at an unfair disadvantage.

Be positive about your fellow players.

i didn't agree until a few weeks ago. then i played a 9-hours-long risiko match (nobody won, of course) and i realized that being in disadvantage is exteremely frustrating.
so i think you're right about it.

btw, i've changed some things in my plans.

i'm gonna write some papers with the rules, and maybe i'll write them in english.
i will need a holy man that checks me for errors and typos.... ;__;
