A fellow LAFer commissioned some as part of a range of modern British police and security forces ( Urban Beat). They are available through Northstar.

Failing that Eureka do some multi piece 28mm SWAT figures with MP5s, pistols and shot guns. Teh heads are separate and there is a gasmask head, although not hooded.

If you're looking for SAS for the 1980s I would definitely the set from Mongrel Miniatures.
They're available from Newline Designs and are under the NATO section, codes NATO 12 and NATO 13.
They're not dressed up for urban operations, but they are some lovely sculpts and they have a nice variety of equipment!

IIRC, Brooks miniatures had some 80's 'Anti-terror' SAS, so it might be worth contacting Old Glory UK about them.
