15mm Miniatures as 28mm Hobbits?

Good morning, all.  I am looking for some advice.  I need hobbits for y fantasy world, but do not like most 28mm hobbit sculpts.  I am considering using 15mm human miniatures as 28mm hobbits.  Has anyone else tried this, and if so how has it worked out (like, did they fit in, look right, that kind of thing)
